Hi John,
When you click open, the download file is opening into memory. This will take as long as the download would take but it appears that nothing is happening because there's no progress indicator. If you wait long enough, you'll get a zip file opened. You'll be better off saving the file, then opening it when it's on your hard drive.

You might be having some problems with Javascript. Try this page and
click the link for Windows (first section) choosing of the NAmerica
links: http://download.openoffice.org/1.1.4/index-nojs.html

Save it (don't open it) and remember where you save it. You'll have to
unzip the file and then look for setup.exe. You'll also find
installation instructions in that directory - it is a PDF.
