This sounds very similar to the suggestion I made a few months ago that
OOo should allow you to rearrange rows or columns by drag and drop,
which is what the MS Works spreadsheet does. It's very intuitive.

I often have to do this sort of thing, re-ordering the headings in a
list for instance, or moving rows of data from one category to another,
and it's a pain to do in both OOo and Excel but a cinch in MS Works.

I figured out how to do it in Excel.

There is a feature request filed to make it work in OOo.

I think it would make quite a handy feature. :)
