Well yes, if you know where the icons are stored. See Help on customizing plus the user guide chapter on cusotmization and the OOoAuthors guide on customizing OOo. (documentation.openoffice.org)
changing the entire icon set is *not* easy on the 1.x branch (this is why it is changed in 2.0)
Otherwise you could try installing the current FC3 OOo rpms for 1.1.3.
i suspect installing the OOo rpms from FC3 in FC2 will require updating *a lot* of dependencies, so probably the best update is to 1.1.2 from official FC2 updates
