you should check Tools - Options - External programs. there, you'll have to define the browser you wish to use (will also be used for opening hyperlinks from documents) and/or email client. ie. if you use internet explorer as your web browser, select it from the drop down list. since i don't use Windows, i'm not sure what you should put in the Path field. try entering 'iexplorer' (without the quotes). click OK and try the DicOOo installer again. there is also (a slight) chance that there is a problem in DicOOo, so you could also try another using it in a different language. this is just a guess, though.

Please check that you have correctly entered the paths to known working programs in Tools > Options OpenOffice.org > External programs. If these are incorrect or missing you will get the error you describe.
