Your second mail was more descriptive than your first, but still lacks some information that is required to make any sense of your problem.
What is it that does not tell you that the download was complete... If your using IE then there is a separate pop up that displays download progress. Does this not complete - if so, then this is nothing to do with OOo as such. Perhaps you dropped your internet connection? It is recommended that you use a download manger (bundled with firefox) for large downloads of this nature. Alternatively you could purchase a CDROM to save the download issue. The second part is easier if you have not completely downloaded the file. It won't install if it is not complete. However, what error message / messages are you receiving? What are you trying to do with the downloaded file? More information is required. Advise more info to the list and someone I'm sure will assist.
