The thesaurus will only work when the cursor is placed on text which has
the same language and locale as the thesaurus. OOo only comes with a US
English thesaurus, this means the thesaurus will be greyed out if you
are writing in UK English or some other language.

I think it would be better if the thesaurus would make itself available
regardless of context, but unfortunately it seems to be tied in with the
spelling dictionary system, where it is obviously important that
dictionaries are limited to the specific language and locale so as to
prevent false errors.

If the above is your problem you can work around it by adding a line to
your dictionary.lst file (in the share\dict\ooo folder) to define the
thesaurus as being for the language you actually write in. E.g. to
define the supplied US thesaurus (th_en_US.DAT) as a UK (GB) English
one, add this line:

THES en GB th_en_US

You will need to close and restart OOo before it takes effect.

If you try and use the thesaurus in Calc, note that there is a further
limitation, that it won't work unless the currently selected cell
contains text. If it is blank or contains a number, the thesaurus will
be greyed out.
