You could also try PDFTK (pdf-toolkit GNU) which allows a lot of additional security options. If You are un Windows You can try http://www.paehl.com/pdf/ for a graphical interface for this toolkit.

I think you'll need Acrobat Standard or Professional for that. AFAIK, Acrobat is the only program which can produce "secure" PDF's, meaning that they can't be opened, printed, or modified without a password.

Acrobat is not an absolute requirement. Other programs can do that. For instance, I think that the "full version" (commercial, not FOSS) of the "extended PDF" macro can do that: manage permission of the generate PDF file.

There is issue 12626 asking for such a feature in OOo. If you are interested, please, go and vote for it.
