Summary:
I already reinstalled. All functionality problems with OO.o
seem to have been fixed by reinstalling  Only  reenabling the
 splash screen remains.

Long story:
The first thing I did after finding system problems that
resulted in my replacing my hard drive and cloning was
test OO.o. When I found problems there, I backed up all
my .odt and .sxw documents then reinstalled OO.o.

BTW None of the system instability problems remain after
replacing and cloning the old hard drive.

The functionality problems with OO.o appear to have been
fixed by reinstalling. Only the splash screen issue remains..

I ran the quick starter from
        C:\program files\OpenOffice1.9.59\program.
This put the icon in the system tray. Then I found how to
reenable starting quick start during boot ( see first message).

I have not yet found how to reenable the splash screen.
