I'm using winxp, OOo1.1.4 and cannot reproduce what your saying.  If I
start writer then open another document using 'open' command, the
initial blank document is replaced with the opened document.

To get around your issue however is simply to not open writer first.
Double click on the document you want opened which will open writer
with a single window with your document.
