first thing: from Internet Explorer goto http://windowsupdate.microsoft.com and
make sure you really have all the updates.  I believe the error is from windows
complaining about the installer... honestly I don't remember an explicit fix
for windows installer but visiting windowsupdate is the first step. 
 After you install any updates... reboot and then go back to the same site and
recheck. Then you need to clean out the temp files in c:\windows\temp. Don't
forget to empty the trash after you delete the files (edit->Select All, then
press Delete).
 You may also have conflicting .dll files in your path. Make sure
c:\windows\system32 is the first thing in your path not last or elsewhere (
this path is in c:\autoexec.bat for windows 98).
