A bit of a kludge, but you can set your margins to zero, add the background graphic, then place a frame whose size matches the margins that you want. Each page would have to have a frame linked to the preceding page's frame.

For now I go with inserting and positioning the graphics on every page. Bad thing is not only wasted memory but also that graphics gets selected in spite of text during editing...
