I'm using 1.1.4 and when I format a cell YYYY/MM/DD and save as tab delimited text, it comes out right (YYY/MM/DD).

You asked this before. I suspect that you haven't got an answer because you haven't provided enough information. Try OS, Release of OOo. --

Certainly not in 1.1.3. 1.1.4 may be slightly better after taking a
quick look through the release notes. ISO dates are in 2.0 but I haven't
tried exporting. Perhaps you might like to test the beta to see what it
does.
