Is it possibel that the fonts are not all available to OpenOffice.org ?
Also you may want to ask the Chinese OOo community http://zh.openoffice.org -> "Mailing lists" -> users.
I'd say it's definitely a font problem. You have to set your font, Simplified or Traditional, according to what the document is. If you're not sure, try each.
I was working with Chinese for quite a while, and frequently had this trouble, not just with OO.
