I've seen posts on this list recently about the Edit File button. If you click it and toggle editing off, the the arrow keys are supposed to do what you want.
I have not tried this.

Environment: WinXP Pro, SP2, OOo 1.9.83, New blank Writer document. If you open the draw toolbar *View > Toolbars > Drawing*, it is the third icon from the right.
Steps taken:
1. I entered three lines of text in a Text Drawing object.
2. I tried to convert it to fontwork via the Fontwork Gallery -- unsuccessful.
3. I clicked Format->Object->Fontwork, opens familiar Fontwork dialog
4. I pressed F1, got a help page titled "Fontwork Dialog (Previous Version", which states, "This Fontwork dialog is only available for Fontwork in old Writer text documents that were created prior to OpenOffice.org 1.9.83 . You must first call Tools - Customize to add a menu command or an icon to open this dialog." This is not true, as I opened it as in #3 above.
My question: Why is this dialog so deeply hidden, as it is a useful formatting tool for Text Drawing objects? It ought to be on the context menu for said objects. Why does the online Help seem to indicate that this dialog is being phased out? I cannot find any other way to format a fontwork object.

You then have to double click on the fontwork to edit it. You can't tell you are editing it, but if you start to type, you will see.
