To be honest I would recommend that using a proper HTML editor would be better in this instance. Whilst you can save as html from OOo, I do not imagine the developers are expecting it to be a full blown HTML editor as such.
Open Source editors (such as nvu - http://www.nvu.com) would be my suggestion.
I've to agreed with Paul.
The HTML editor of OOO is intended just to you be able to export the contents of your job to HTML without the need of any other program or HTML skills.
It's not intended to be a HTML editor fully featured.
