I believe you can do the following (although I've not had to do this myself)
If you download the dictionary files (using the computer that is connected) then transfer them to the computer that is not. The dictionary files are installed into : <install dir>\share\dict\ooo\ You will have to close out of OOo completely (even quickstarter) and restart for the new dictionaries to be recognised.
