Have you looked at using Styles instead of inserting hard Page Breaks?
For example, as it appears from your statements most breaks are inserted to start a new chapter, create a new ChapterStart Paragraph style and select "Insert Page Break [Before] in the Text Flow tab.

I've tried that. The behavior is identical to inserting hard page breaks. In fact, all it seems to accomplish is to automate the insertion of hard breaks.

Close enough, but using styles I don't have extra blank pages in my documents which is the problem I was making a suggestion to solve.

I just tried it (I remember trying that before as well) and it produces exactly the same results as the hard page break from the insert menu. Maybe we're talking past each other and not about the exact same problem?
My issue is being able to produce a document with an un-numbered Title page followed immediately by page 1 of the body text. I can find no way, other than a work-around I stumbled into, to use styles to create such a beast.
