This sounds like a problem I've encountered when downloading OpenOffice to Windows XP. The built-in support for zip files in Windows immediately opens the archive in a folder, but you simply can't run the setup file from there, or you'll get the message you describe. Try downloading the archive to a folder of its own on the desktop, then use an unzipping utility like IZArc or WinZip to unzip it in that folder. You should then be able to run the setup program without any problems. Do a Google on IZArc--it's free and supports more archive formats than WinZip does. Good luck!
