Thats not the issue. When I start or restart my computer and all the programs are loading on my desktop a blank tect doc opens up via openoffice. I would like this to not be the case, so that I simply will open a bank doc when I need to not everytime I start my computer.

I had this problem once. I assume you are running the QS?
What I did to fix it was, close the QS, go into OOo and uncheck the box that says load OOo into memory during start up. Then went the to startup folder in the start menu and deleted all reference to OOo. And rebooted. The problem was gone, and I enabled the QS and was fine.
If that doesn't work, try going Start > Run and enter services.msc. This is a program that shows most of everything that loads during startup. Look for any references to OOo.
