I think you have the two crossed:  
        OOo11x installs via the install program. 
        OOo1.9.m91 comes in rpms and I didn't see an install file.  

The instructions that are posted on the web page say, as I recall, to 
1. unpack the tgz into a directory.
2. rename or erase those rpms specific to other distros or things that 
you don't want, e.g., redhat_menus.rpm . 
3.  As root, 
        rpm -Uvih *rpm
4. Install any dictionaries desired. 

This worked for me on all the betas I've tried. 
I admit that I went round in circles looking for how to install the 
betas, until I found and read the information on the download page. 

Well, sort of, but Pavel's runs the rpms, I think.
