Here's what I sent to Scott without the attached file, since I don't want to
publicly post his document.

Scott,
I modified all of the graphics so that they were anchored to the page, not
as characters or paragraphs. To do this, I right-clicked on the image and
then used the "Anchor" and "Wrap" sub-menus. I also moved around the images
a bit, so you'll have to realign them how you wanted them.
The only problem I see is that the upper-left logo may conflict with your
text area, so I adjusted the margins a bit using the rulers at the top of
and left of the screen. You can turn these on using View->Ruler if yours
aren't showing.
As for making it read-only in some places, my only guess is that saving it
as a template will allow people to work with a beginning piece, but I
believe it will still be editable.
Once you've gotten it the way you want it, you can go into Windows Explorer
(I'm assuming you use windows), select the file, open File->Properties, and
select the read-only property so that others won't be able to quickly modify
it. You can always turn-off the read-only attribute the same way. This
way, at least, you won't inadvertently modify your template. Another good
way to prevent this is to back it up (emailing yourself works well).
