I am receiving documents written in Word from a client where table cells are taller than the page height so a good portion of it gets chopped off at the bottom. Is there a way to be able to manage this properlly.

Split cell doesn't allow me to select at which point the split should occur. And if you have multiple columns it is much more difficult.

What are the possible solution outside of having to cut and paste the content into a new row?

You could make the client aware of the situation, or ask him to put very large cell contents in separate files and a link to them in the cell.

I thought about this, but Word handles this issue easily and thought that perhaps there was a way with OOo. As for asking the client, I could, but this is not the first time I've run into this problem and I cannot ask every client to learn to use a word processor properly.

By way of an experiment, get the latest 2.0 beta candidate and try that
with your Word doc. According to the the Guide to New Features on
http://download.openoffice.org/680/index.html the cell should split in a
similar manner to that of Word.

I have. Will take a look at that today sometime.
