Error 403 is a standard error returned by a web server. It usually means "access denied", but is hard to say why because the web server is not requireto give a reason. The problem is highly unlikely to be OpenOffice related, you will need to contact the webmaster of the site your husband is trying to visit and have that person resolve the problem.
