     In Writer, rows can be set to an optimum height. (version 1.1.4) 
Right click on the row, the  Row > Height. This opens a window in which 
you can set the height. There is also a check box: Fit to size.
     Using the Stylus (F11) modify the Table Content Style. (Right click 
on the Table Content Style, and select Modify.) Under the Borders Tab, 
there are settings for spacing on all four sides of each cells entry.
     Between these two, you should be able to get the effects you want.
