[users] Open Office Installation Problem

I am trying to load openoffice 1.1 onto a 450MHz Celeron system with Win 98, 
second edition, 250M RAM, 20G Hard drive and 15G unused space. I get the error 
message:

C:\windows\temp\sv1.tmp\tl645mi.dll - file appears to be corrupt

I have replaced the tl645mi.dll file, but that hasn't fixed the problem - any 
assistance would be appreciated.
