By exporting the document to another format (pdf) you are potentially
loosing alot of native OOo functionality (eg, document security). You
would have to check that pdf's can have this level of security
(restricting copying text) - if so it is possible that this feature
has not been built into the OOo pdf export functionality.

If this is the case, you could file a request for enhancement, post
the number back to the list for people to vote for.
