Whether a proper table of contents should be editable is a question
all by itself...

To your specific question, when you are creating a TOC there is a
"protected against manual changes" flag on the 'index/table' tab which
if not selected will enable changes to be made to the TOC after its
creation.

However every time you update the table you will need to go back into
it and make the manual changes again.
