Be that as it may, I now have a doc that works by creating it the 2nd way, not the first.
I have no clue why that would be the solution, but some thoughts on what might be causing the irregular spacing. If you have characters that are taller than the normal line height, the line spacing may be expanded to display them. For example, superscripts or subscripts, inline graphics, or characters that are simply in a larger font size. If you set the Line Spacing to "Fixed", it will keep the specified spacing, and cut off such characters if necessary. You might look through your document to see if it contains anything like that. If "Fixed" spacing doesn't do the right thing, it's definitely a bug, no matter what you've got in your document.
