First let me assure you there is no 2.0beta as yet. What is available are 2.0 beta candidates which are all in the 1.9.xx series. So you are downloading from the beta link and getting the candidate which does contain Base. If Base is all you are interested in then I would recommend that, rather than take the risks inherent in using the beta candidates, you simply get HSQLDB ( http://hsqldb.sourceforge.net/ ) and try it with the stable release.
