I've tried this in both 1.1.4 and 1.9.95 and it seems to work as it
should. With Impress, when you select a new 'impress presentation' you
always get the initial screen from which you can select the
appropriate background, or default template.

Are you suggesting that you shouldn't see that initial screen and
simply have the default template open straight away? Alternatively do
you mean that when you are in that screen your template is not one
that can be selected?
