As far as I can see, there are no such things as Tables of Contents in a spreadsheet. I guess the reason is that it is not a document, but a table of calculations.

You can, however, have a Table of Contents in a text document. You can find it in Insert -> Indexes and Tables -> Indexes and Tables. :)

The best offer I can give is to insert the table into a text document as ole object Insert -> Object -> OLE Object and then creating the index headers by hand, so that Table of Contents will understand them as headers.
