Like most software packages, installing the correct software drivers for your printers and then setting up the page correctly is a pain, and will probably have more impact on you success than any fix from the development team.
Any solution needs to be accessible to all users, and I am fairly sure that I am not going to get Agnes in accounts payable to use GIMP any time soon -- Last but not least -- your 1000 employee example, while making a good point, assumes that envelope printing would be instant using an alternative office suite.

Let's apply your solution to a payroll of, say, 1000 employees. Now assume each is producing only one letter per week that requires an envelope. Let's further assume an average gross wage of $15/ hr. I have always maintained that until basic functions like envelope printing on *all* printers are reliable, OOo is little more than a flash in the pan that doesn't stand a chance of being at the top of the heap. Nothing has happened since OOo 1.0.0 when viewed from my knothole to alter my assessment of its competitiveness. This isn't an outcome I desire, just an unvarnished take on reality.

This is a hot button of mine too I'm afraid. So far, the only reliable way to print an envelope here is very time consuming in that I'll compose it with VIM, load that into the gimp, rotate it 90 degrees, and print from the gimp. If its not formatted right, repeat by adding more/less spaces/lines etc until everything is where it should be. FWIW, business sized envelopes need to be fed portrait style in my C82, hence the 90 degree rotate.
