I agree that such shortcuts would be an important feature that should be
implemented in OOo.
In the meantime I suggest that you check out a little Dutch software
collaed Allchars, available at http://allchars.zwolnet.com/
<http://allchars.zwolnet.com>. It's very lightweight (less than 500 kB
download), does exactly what you need (e.g. Ctrl + s + s gives the
German �), and the shortcuts can be tailored to your needs and new ones
added via add-ons on the site and via modifications of the ini file.
