Hi, Michael. This list is for help with OpenOffice.org, not
Microsoft Office. In Publisher (or Word), you need to have Adobe
Acrobat (the full version) installed to print to PDF, or perhaps some
other utility. In OpenOffice.org, however, if you want to make a PDF
from a Writer document (Writer is the OpenOffice.org equivalent of
Word), it's built-in and free! Check out http://www.openoffice.org/
and download the latest stable version. The whole suite is free to
download, use, distribute, etc., and is quite compatible with
Microsoft Office.
You are not doing anything wrong. OOo is not designed to open
Publisher files. It will handle MS Office files as you have already
found out. If you want to use OOo to print to PDF, you will need to
find someone to convert the Publisher files into one of the MS Office
formats. Then you can use to OOo to make any changes you want before
exporting to PDF.

Michael,
Publisher is the only application able to read a Publisher file, but I
say that with some qualification.
If you still have Publisher available you can save Publisher files in
either .rtf format or as a PostScript file. In .rtf format you lose
the graphics and much of the formatting - but you do save the text :-)
As a PostScript File you can at least print out a hard copy, graphics
and all, and then do what you want with that e.g. OCR scan etc.
