Create a style named conveniently and based on an existing one that has most of the attributes you want. In the Font tab of the style's definition panel set the Language to "none" which is the topmost entry in the drop down list. To create a style go to Format>Styles and Formatting, or press F11. Then click the leftmost icon at the top of the little panel. That icon represents Paragraph styles - you'll see what the others represent if you hover your mouse over them. Having clicked the icon you'll get a list of available styles. Right click on the one you want to use as the basis for this new style and choose Modify. Change whatever attributes you like, including the Language, and give the new style a new name. If you do all the above in a new, blank, document you can then save the result as a template, which you could make the default, so that the new style is available from that template.
