The correct answer is "use page styles".  In OOo, headers are an
integral part of the page style.   As such, it does address what you
described as what you are trying to do.

Are those headers generated by content in the document, or are they
being manually added?

If the latter, then you will need to create one page style, for every
unique header that is used.   If the former, then only one or two page
styles are needed.  In either instance, page styles are the answer.
