I know of only one way to do this. Use find/replace to find each
paragraph break and then use Insert > Break > Line break on each found
line.

However, why won't paragraph breaks work for you? You could simply
create a paragraph style for verses with the spacing you want from
default. Have a look at Quotations paragraph style.
