That is because the full OOo package never gets installed in the basic
Ubuntu installation package. The 'excuse' is that there is not enough
room on the installation CD. However, it doesn't get fully installed on
the DVD, nor installed via the liveCD which essentially just downloads
and installs everything via the internet. It's a bug, a problem, and a
source of confusion for many using Ubuntu's OOo. The package mantainer
is Chris Cheney & you can review/file bugs at:

    https://launchpad.net/ubuntu/+source/openoffice.org/+bugs

So make a complaint to your distro maintainer (Ubuntu) via launchpad.
It's just plain stupid to include OOo on Ubuntu distributions and not
even provide basic Base, Java, Wizards, and other basic funtionality. To
not advise the user that 1/4th of (U)OOo is missing is even stupider.

In the interim, you can open a terminal and use:

sudo apt-get install openoffice.org openoffice.org-evolution

to get "the rest" of (U)OOo - or use System|Administration|Synaptic to
do the same. After that, make sure to set your java in
Tools|Options|Open...|Java.
