The fact that the spell checker is turned on doesn't mean a particular piece of text will be checked. That depends also on the "language" set for that piece of text. If the language is set to "none", or to a language for which there is no dictionary installed, then no spell checking will be done. In OOo 2.4.1on Windows (and possibly earlier versions and on other OS's) the current language is indicated at the bottom of the Writer window. If you select a piece of text you can change the language for that piece by clicking on the lnaguage name an making an appropriate choice. It's possible you have a "style" defined that has an improper language setting. Language is an attribute of Character styles and can be set or changed there. Format>Styles and Formatting>Character Styles (second icon from left at top of pane). Select the style in question, right click and choose Modify from the context menu. The language setting is on the Font tab. You can also see/set the language from the Paragraph style for the selected text.
