The situation is more problematic than you suggest, in fact. If you
use the manual page break technique to separate your first, unnumbered
page from your other, numbered pages and start those at page 1, the
automatically inserted blank page is counted in the page count - even
if you select not to print it. In this case, your page count for a
one-plus-ten-page document would be 12, and your last page would say
"10 of 12".
No, I don't know of a proper solution. Sorry. As a workaround, you
could simply enter the page count manually: there is no absolute need
for it to be a field. Instead of "Page <Page Number> of <Page
Count>", just use "Page <Page Number> of 10". You need make this
change only once, of course: because it is in a footer, the effect is
still automatically populated to all pages in that page style. But it
does mean that you need to check and correct the page count after
editing and before each printing.
Rather than use the field for page count, you could enter a formula,
PAGE-1 (or whatever), but noting to do a 'tools|update all' as needed.
