OK, that's a solution to getting rid of them. However, can you then
build a *user defined* toolbar(s) that contains the icons for the tools,
they just get grayed out when the context does not apply?

My problem is *not* that the toolbar is there. My problem is that it
does not *stay* there. In other words, I want a static layout. I have
documents that are full of tables. I move in and out of tables all the
time. The table toolbar is very handy when I'm in a table. So I want it
to be there. If I move out of the table, I still want it to be there,
but grayed out indicating that it is currently inactive. I don't want 
NetNanny or rather ToolbarNanny to decide if I can see a button or not.
If I don't want to see it, I'll hide it. If I want to see it, let me
see it; if clicking on it would have no effect, indicate it to me but
leave the widget there. At least, give me the option to waste my screen
real-estate with unusable toolbars.

If I can get rid of the OOo built-in toolbars and can instead build
effectively the same tollbar as a custom one, and assuming that I can
control the custom toolbar's existence, then it's all wonderful.

Thus, my question changes: can I build custom toolbars? Do they stay
where I put them?
