It appears that the issues I am having are with OOo2 created documents that contain bullets that were autocreated in that manner. In OOo2 I did notice that bullets created like that differed from ones created if you used the bullet item in the menus.
I hope that the current problems I'm having are because they fixed this discrepancy, and any method of bullet creating results in the proper bullet format.
Nonetheless, I am disappointed that all of my old documents are essentially uneditable in OOo3 as the whole bulleting system appears broken in docs that contain OOo2 style autobullets.
I have attached a doc containing OOo2 autobullets. Note the tab before the text. Delete that tab leaving the bullet text otherwise unaltered, and then reopen the file. See if you get the same result I am describing.
