I have and odg (draw) document that I'm trying to add a text box to in a certain position. I move the text box into the exact position and save the document. That works fine. I then right click on the document and select Save as Picture, name and select png, click save. It saves as a png but the text box is not saved.

I think that is by design: when you right-click on the document you cannot help selecting the picture (with the eight green handles) - and that is what is saved by that facility.

How do I merge the text box into the picture. Group and layer do not appear to work. When I click the picture I cannot also select the text box or vice versa.

You have already done enough by placing the text box where you have. What you are trying to do (as you already understand) is to save the whole document as a PNG file. You do this using File | Export... and then choosing PNG under "File format".
