Have you tried using tables instead of frames? Create a table with two columns and two rows and adjust its dimensions to fit the page. (The table need not have a border, so can be invisible in the final document.) Copy this table as necessary to other pages. (Alternatively, you could create a continuous table with two columns and enough rows to fill all required pages.) Enter your text and pictures as appropriate in the table cells. This arrangement looks easier to handle.
