It could be, though I don't think English is his first language, so his
choice of works seems inappropriate.  If he is charging that, it does
seem high.  I don't have a problem if someone brings in a computer and
he has some service charge to install it though.  Regardless, immoral or
not, he is free to charge that much and hopefully his customers will be
smart enough to say no.
