In Calc I have created a macro and added it on a toolbar. I have the

lower the general macro security to Low.

I deleted the macro from the spreadsheet and now it does not ask me to
enable it when I open the document, but also the one on the toolbar does
not work. Is there any way to have a macro on a toolbar but not have it
associated with a particular document?

Sure, you can store you macro in a basic library.
For example if you record a keyboard macro, then when you go to save it
you can choose the location:
My Macros > Standard
That is the default basic library created per user when the application
was installed.
You can create a new library with
Tools>Macros>Organize Dialogs (Damned intuitive that naming huh )
On this dialog select the Libraries tab
Click on the new button
You can find more about this in the Basic Guide found here
