The file that you downloaded is a zipped (or compressed) archive of files. What you need to do is find the file and open it with uncompression software. Normally this comes with a Microsoft windows installation - it is known as winzip.
Once you've opened it, have a look for the setup_guide.pdf or something similar. Opening this file will allow you to read all the instructions on how to install OOo.
