Whatever may or may not have worked in version 2, in version 3 you cannot (apparently) include a time expressed as 1600:00:00 in a formula. You need to use either TIME(1600;0;0) or else TIMEVALUE("1600:00:00") - whichever you prefer. Another way would be to put the constant value in a cell and then refer to that cell in the formula.

Is it a bug?  No: it's a feature!
