First, you can search for known bugs here

That said, you will find numerous bugs dealing with this particular
issue. Fixing the issue was pushed back because resources were working
on the newer Word export format, not that I know if the issue exists
there...

I have a fairly simple 2-page document, with "First Page" style
containing a header and no footer, followed by "Default" page style
with no header, but a footer. When the document is exported to
Word97/etc, there is only one page style: Default, with a header, and
no footer on either page.
Are these deficiencies known, and are they being worked on?
