I have a page with two columns that I must physically print and cut

Does your page have header and footer? If not, you can use those to
achieve what you want.
o Go to Format | Page... | Header, tick "Header on", probably untick
"AutoFit height" and adjust Spacing and Height to suitably smaller
values. If your page margins are asymmetric, adjust "Left margin" or
"Right margin" to compensate.
o Repeat for a footer on the Footer tab.
o On the Page tab, reduce the Top and Bottom margins so as to return
your actual text area to what it was before.
o Type your dot into the header and footer and centre them. You may
find that you can see the mark more easily in a suitably narrow
header or footer if you use a vertical line or apostrophe rather than
a full stop.
I trust this helps.
